The fed is not a “one bank”, but will all 50 states and the district of Columbia is divided into 12 federal reserves, the federal reserves in each set up a federal reserve bank and other branches, with the federal reserve, consultant advisory committee, and other commercial Banks as a member of the bank of the central banking system.
Except for the Federal Reserve Banks, all national banks (the commercial banks registered with the Office of the Comptroller of the Currency) are members of the Federal Reserve System, and state-registered commercial banks are free to join the Federal Reserve System.
Although the Federal Reserve is the central bank of the United States, it is also a privately controlled and owned bank.
